When search engines find your links in a related web-page it gives those links higher value. To be more specific:

If for a search term like "making money" Google index 200 million results, and in those results you have more back links to your page with the anchor text "making money", Google will give your site higher ranking for that term. It is better than having the same amount of back links from different sites that are indexed for different terms.

You need to make a difference between PR, and actual ranking, you can have a PR2 page that shows higher than PR5 page for a specific term when Google find a relevance and rich content on your page.

Again how could we do that, you need to find bloggers who are interested in content for their blogs, they want a niche related content to publish for their readers and also for SEO proposes, they have a demand, and you have a supply. You can help them by publishing your content in their blogs, and they can help you by giving you high quality permanent and related back links.
